创建 TCP/UDP 双协议隧道

所需 OAuth scope：tunnel:write

在同一节点上原子创建 TCP 与 UDP 两条隧道，共用本地地址、端口及远程端口，占用两个隧道配额。节点必须同时支持 TCP/UDP；用户须绑定 QQ 或完成实名认证。远程端口省略或为 0 时自动分配；端口占用或无可用端口返回 409。config 只允许 protocol 和 proxy_protocol_version；传入非 null 的 auto_tls 或 http_redirect（即使为 false）都会返回 400。返回 tunnels 按 TCP、UDP 顺序排列。
